Halloween Night, 18:00 hours
Gotham City Police Department
As a result of all of this change in Gotham, Madeline was granted a reprieve from her heroine duties. There were the few times that her services were actually needed to retain major villains, but the police department had it figured out most of the time and no Batgirl meant that Maddie had more time to engage in other social or not-so-social things in life. The meetings that were held in the Wayne Board room were attended, unlike usual, and charity parties were properly taken care of as well. Not counting the whole Batgirl, detective thing, Madeline was actually getting some fulfillment from life that didn't involve leaping from buildings and running down criminals.
The occurrences of vigilantism also went on the decline. It was a bit out of character for Gotham City; however, there was always a general dislike of most vigilantes, minus Batman and his cohorts and a few others. But the expression says: "All good things come to an end" and even the most well thought out and executed plans of the Gotham triumvirate could end up failing in the end.

With the feeling that some thing would go awry, Madeline took to the gothic buildings and slums that lined the streets of the City of Darkness. Though it had been a little while since she had taken to her bat themed suit and the Gotham night, Madeline was able to navigate herself through the alleyways and rooftops with the same agility she had before. The night air filled her nostrils and lungs with every huff and breath that she took and caressed her skin when she glided or zip lined from one building to another. She was truly in her element and, despite having non-crime fighting engagements for the last few weeks, Madeline was not one to deny that this was where she was at her best and had the most 'fun'.
Batgirl zipped up to a ledge on the Wayne Enterprises building and took the time to plot exactly what she would do. This bad feeling that she had was probably just a reflex because it was Halloween and lots of odd things happened on Halloween, especially in Gotham. The bat-signal hadn't shone on the dark Gotham sky and probably wouldn't as long as the police felt like they were invincible. But, whatever was giving Madeline this feeling, she knew that it was going to give the GCPD a hard time. If only she could figure out what was causing her suspicion.
After running through a possible list of suspects and ruling them all out because or Arkham or some other circumstance, Batgirl crouched on the ledge of her family's company building and sighed. It appeared that she would just have to wait for some sort of sign.

~There has been no recent criminal activity and all zones have been cleared, sir.The idea for a complete clean-up and redesign of the Gotham streets was a triple tag team proposition from the commissioner, district attorney and mayor presented to the inhabitants of the city about a month ago. With the sponsorship and occasional support of the cities big and important people, like the Bruce Wayne, the plan was guaranteed to be a success. For the first few weeks, the police were out in full force and suppressed most criminal issues. And since then, things had been going on without any issue. Police morale was as high as ever and casualties were at an all time low. Corruption within the department was not as prevalent and most people were happy with the change.
~Good, but make sure that all units are aware and stay alert.
